前 言

Foreword

为贯彻《中华人民共和国环境保护法》、《中华人民共和国水污染防治法》、《中

华人民共和国海洋环境保护法》、《国务院关于加强环境保护重点工作的意见》

等法律、法规和《国务院关于编制全国主体功能区规划的意见》，保护环境，防

治污染，促进纺织染整工业生产工艺和污染治理技术的进步，制定本标准。

This standard is formulated to carry out the laws and regulations of Environmental

Protection Law of the People’s Republic of China, Law of the People’s Republic of

China on Prevention and Control of Water Pollution, Marine Environmental

Protection Law of the People’s Republic of China, Opinions of the State Council on

Strengthening Major Environmental Protection Work and Opinions of the State

Council on Establishing National Main Functional Areas Planning, also to protect the

environment, prevent and remedy pollution and promote the progress of production

process and pollution control technology in dyeing and finishing of textile industry.

本标准规定了纺织染整工业企业生产过程中水污染物排放限值、监测和监控要

求。

This standard specifies discharge limits, monitoring and control requirements of water

pollutants in the manufacturing process of enterprises in dyeing and finishing of

textile industry.

本标准首次发布于 1992 年，本次为第一次修订。

This standard was first issued in 1992, and this is its first revision.

此次修订主要内容：

Here’s the main content of this revision:

――根据落实国家环境保护规划、环境保护管理和执法工作的需要，调整了控制

排放的污染物项目，提高了污染物排放控制要求；

- Pollutants discharge items are adjusted and control requirements are enhanced, in

line with the needs of implementing national environmental protection planning,

environment protection management and enforcement of laws.

- ――为促进地区经济与环境协调发展，推动经济结构的调整和经济增长方式

的转变，引导纺织染整生产工艺和污染治理技术的发展方向，本标准规定了

水污染物特别排放限值。

- The special discharge limits of water pollutants are specified in this standard to

promote the harmonious development of economy and environment, push the

adjustment of economic structure and change of economic growth pattern and

guide the development direction of production process and pollution control

technology in dyeing and finishing of textile industry.

本标准中的污染物排放浓度均为质量浓度。

The pollutant discharge concentration in this standard refers to mass concentration.

纺织染整工业企业排放大气污染物（含恶臭污染物）、环境噪声适用相应的国家

污染物排放标准，产生固体废物的鉴别、处理和处置适用国家固体废物污染控制

标准。

For enterprises in dyeing and finishing of textile industry, atmospheric pollutants

(including odor pollutants) and environment noise shall apply corresponding national

discharge standards; identification, treatment and disposal of solid wastes shall apply

national pollutant control standards of solid wastes.

自本标准实施之日起，《纺织染整工业水污染物排放标准》（GB 4287-1992）废

止。

The Discharge Standards of Water Pollutants for Dyeing and Finishing of

Textile Industry (GB 4287-1992) is abolished since the implementation of this

standard.

地方省级人民政府对本标准未作规定的 TOC 等污染物项目，可以制定地方污染

物排放标准；对本标准已作规定的污染物项目，可以制定严于本标准的地方污染

物排放标准。

The local people’s government at provincial level can formulate its own local

pollutant discharge standard for TOC and other pollutants not specified in this

standard and stricter local pollutant discharge standard according to provisions in this

standard for pollutants.

本标准由环境保护部科技标准司组织制订。

This standard is organized and formulated by the Department of Science, Technology

and Standards of Ministry of Environmental Protection.

本标准起草单位：中国纺织经济研究中心、东华大学、环境保护部环境标准研究

所、富润控股集团。

This standard is drafted by: China Textile Economy Research Center, Donghua

University, Institute of Environmental Standards of Ministry of Environmental

Protection, and Furun Holding Group.

本标准环境保护部 2012 年9 月11 日批准。

This standard was approved by the Ministry of Environmental Protection on

September 11, 2012.

本标准自 2013 年1 月1 日起实施。

This standard was implemented on January 1, 2013.

1 适用范围

1. Scope of application

本标准规定了纺织染整工业企业或生产设施水污染物排放限值、监测和监控要

求，以及标准的实施与监督等相关规定。

This standard specifies relevant provisions of discharge limits of water pollutants,

monitoring and control requirements and implementation and supervision of this

standard for enterprises or production facilities in dyeing and finishing of textile

industry.
