I returned to the azure portal to give the Firewall Rule option one more try prior to trying the proposed answers below. Much to my surprise, the portal tool worked as expected. I have no idea how this issue was resolved or who resolved it, but my immediate need has been satisfied.

My irritation in this matter is the lack of support when an error is encountered with internal tools such as the portal.
