I'm creating a test SharePoint 2013 site and I have a broken link in the global navigation. I wanted to get rid of it but I'm missing the Edit Links option in the link ribbon. I have another test site on the same server and the Edit Links button is available so it appears to be a localized problem, not system wide. I also tried navigating to the page from the top level site settings navigation but the broken link doesn't appear to be there. I don't know how to get rid of the broken link in the global navigation bar. Any ideas?

Edit Links for Global Navigation needs the "Full Control" permission in the Site, you could check the current user permission in Site Settings->Site Permissions.
