I'm having an issue were workflows will not start for anyone except the site collection administrators.

Allow this workflow to be manually started

创建项目后自动启动工作流

Start Workflow automatically when an item is created

我让用户完全控制该列表，但他们仍然无法启动工作流程

I gave users full control of the list and still they can't start the workflow

Are you getting any error message while starting the workflow by non admin user. Check ULS logs for details. And how you have created the workflow? Is it custom or OOTB.
