I am working robot project with my son. The robot will have a Raspberry Pi 3 running Windows 10 iot. This I have set up and working perfectly. I have also developed a simple UWP application to interact with the functions of the robot, installed it on the Pi and it works as it should.

you want to remote control your Raspberry Pi without a remote connection ?
...
basically you need a connection between your Surface Pro 3 and the Raspberry Pi 3, either Bluetooth or WiFi
from an App point of view you need an App running on your Pi
you could use the Remote display feature to remote control the Pi Display (requires your UWP app with GUI installed on your Raspberry Pi 3 and the Windows IoT Remote Client App on your Surface Pro 3)
or you could use a Bluetooth or WiFi based network connection (TCP, UDP or HTTP) both require an installed App on your Raspberry Pi 3 and on your Surface Pro 3, the App on your Surface Pro 3 has the GUI and send commands to the App installed on your Raspberry Pi 3
