There's been a change in the way NuGet packages are installed. It specifically effects Azure functions 2.x and not 1.x. Here is a link from back when 2.x was still in preview that explains the change: blogs.msdn.microsoft/cjaliaga/2018/01/21/installing-nuget-packages-in-azure-functions-2-x-runtime-preview/ The problem is, none of the existing azure documentation seems to explain much about the change.
