I have run into this NTFS (Could be a Windows Explorer) gotcha.

I have a folder on my laptop, for which I have explicit Full Control as well as by virtue of being in the Administrators group. I am unable to launch, move, or copy certain extensions of files, PDF extension being one of them. I can delete or rename the files fine. I am not able to copy or move the files from command prompt either. I get a general Access Denied message. Interestingly, I can run launch other extensions of the file fine like .chm etc. I tried changing the extensions of the blocked files to see if they get launched, again, no success.

I ran Process Monitor to see what was blocking it, with no meaningful results. I have run chkdsk /f as well with no luck.

More than anything else, I am very curious as to what may stop the file from even being copied to another location, when I have full control over the file.

This laptop happened to have a data loss prevention software running.

A data loss prevention software ensures that certain files are not usable within the company's network. The software figures out based upon the signature of the file using some kind of hashing mechanism. This is why the files were still unusable even when I changed the file extensions. These pdf files came from outside sources and data prevention software considered them to be threats and made them inaccessible to me with the exception of allowing me to delete them.
