I am an informatics teacher and use Visual Studio to teach my students programming. When I set my students a programming test I want them to use VS without an Internet connection. I have not been able to figure out how to run VS and make a new VB project offline. Please help.

Visual Studio should have no issues running and creating projects offline. I do it if I have to be mobile on my notebook and I haven't had any issues running Visual Studio. Problems only arise if I don't run Visual Studio while connected to the internet every now and again due to how the VS Community licensing works.

Could you provide more information on exactly what you are doing and what the problem is? Is it a problem with the VB projects or is it a problem with running Visual Studio itself? If it is the Visual Studio Community licence expiring, have you tried the simple thing of allowing Visual Studio to run on all computers while connected to the internet prior to the test, update any licenses that are about to expire and then disconnect them from the internet?
