If you use the Microsoft Visual Studio to debug project rather than Microsoft Blend for Visual Studio, did this issue happened?

(1)If this issue just happened on the UWP project, you can check whether target version you selected when you create the project. The target version must more previous than the windows version.

(2)如果Visual Studio可以调试项目，但Blend无法调试，则建议您重置Blend设置.打开"Microsoft Blend for Visual Studio"，选择工具->重置所有设置".

(2)If Visual Studio can debug the project but Blend cannot, I suggest you reset Blend settings. Open "Microsoft Blend for Visual Studio", select "Tools->Reset all settings".
