Thank you for posting in MSDN forum

Please navigate to path:

%ProgramData%\Microsoft\VisualStudio\Packages_Instances\<instance> where "instance" is an 8 character Hex string

Rename or delete the file.

After that, make sure windows update is up-to-date, clean up the %temp% folder and temporarily disable any antivirus software, reboot the computer and download a web installer from www.visualstudio/downloads/tore-run the VS 2017RTM installer as administrator again.
