An App Service Plan is the actual unit of purchase for web apps. You can have multiple web apps running in a single plan. The Plan itself is defining the backend resources we're allocating to you. For example, if you have a premium App Service Plan you could host 5 Web Apps on it, and they would all share resources (and be premium).

If you're hosting a Web App, then the Plan is where you pay for it. It sounds like you're probably on a S1 plan, you could look at turning it down to Basic depending in your requirements.
