In the following scenario I am getting an error "PayPal gateway has rejected request. Tax amount is not valid (#13118: Invalid Argument)."

Can anyone help with this error? Why is this coming as I am sending 4.98 amount to the PayPal?

A reply from PayPal Merchant Technical Services:

This is an intended functionality. With PayPal, regardless of the shipping or tax amount, the item amount has to be grater than 0 for the transaction to be processed. So if the product cost is $0 and the postage is :$4.99, it will error out. The product cost has to be greater than zero. Basically, you cannot apply a 100% discount on the total amount.
