In the properties pane, Find the "CHart Areas" property, and use the ellipsis to open the properties dialog. In the Chart Area, select the "Axes" collection on the right hand side, and use the ellipsis there to open the collection properties. In the dialog that appears, select the "Y (Value) axis" on teh right hand side, and change the "Is Reversed" property to "True". OK, OK, and you're done.
